Possible Solutions
Make living in those cities cheaper. People are leaving cities for higher paying jobs, so making living costs cheaper in smaller cities may stop people from leaving those smaller cities.
Another effective but expensive solution would be to rebuild these smaller cities from scratch, adding newer technologies to these cities. People will probably start moving into these cities for a new life. The only problem with this solution is that not all countries can afford this.
Governments should start building more transport system in the collapsing cities, which may convince some people to live there due to the easy transport. Businesses may also move to these locations to find more customers.
Different Perspectives
A company owner may think it is better to move their business to bigger cities to get more customers.
A country government will try to encourage people to spread across different cities, because it will be hard for the government to provide the resources needed for one huge city.
A family may think it is better to travel to bigger cities so that they can achieve a better life for themselves.
Consequences
The work base for these smaller cities become very small, making the economy collapse
Smaller cities have more unused building, which can lead to criminals settling into these buildings, increasing the crime rate in these cities, which makes people leave these cities furthermore because it is unsafe.
