        Usually exist to make a profit and increase shareholder value.
- - - - Everyone can use them regardless of wealth or circumstance.
        
        E.g. if street lights are provided by a local authority all will benefit as nobody can be excluded from the benefits.
    - - One persons consumption does not diminish another’s use.
        
        E.g. if an individual benefits from gaining justice in the Law Courts, this does not prevent any other individual from being able to benefit from the same public service.
