Referral
Definition
Implementation of health services that regulate the delegation of tasks and responsibility for health services reciprocally both vertically and horizontally. Referral services are carried out in stages from service first-level health services to third-level health services.

The process of seeking assistance carried out by health providers in health facilities that do not have adequate facilities to health service providers who have more complete infrastructure and human resources, both in one level of service or at a higher level of health facilities for the purposes of patient management.

Referral System
The referral system is a health care system who carry out the reciprocal delegation of responsibilities return to a single case of illness or health problem vertical in the sense of less capable units to more capable units or horizontally in the sense of units of the same level of ability.
Referral Level
Health services at this level can only be provided if participants received referrals from primary facilities/FKTP. This referral is only given if the patient needs health services specialists and primary health facilities designated for serve participants, cannot provide health services according to the needs of participants due to limited facilities, service, and/or manpower.

Difference of SJSN, JKN, and Universal Coverage
SOCIALIZATION OF THE NATIONAL SOCIAL SECURITY SYSTEM(SJSN)--> SJSN aims to guarantee the fulfillment of the basic needs of a decent life for each participant and/or family member.
National Health Insurance (JKN)--> National Health Insurance (JKN): Part of the National Social Security System (SJSN) which is administered with a mandatory (mandatory) Social Health Insurance mechanism based on (Law No. 40 of 2004 concerning SJSN).
Universal Health Coverage (UHC)--> Ensuring that everyone has access to the necessary promotive, preventive, curative and rehabilitative health services, of sufficient quality to be effective, while also ensuring that these services do not cause financial difficulties for users.
