with "to"

the infinitive with "to" is always used after the words "first", "second", "next", "last"

The infinitive with "to" is used after the expressions "would like" or "would love", "would prefer"

without "to"
after modal verbs: may, can, should, must, etc

Exceptions: dare, ought, have, be

after the verbs "let", "make", "see", "hear", "feel"
