Method of analysis
Inductive: put yourself in the position of the government acting in the cycle and appreciate their logic.
Deductive: Game theory, in essence. Use theories and data to decide how states should act (rational)
Four step process
Set goals, in order of preference

Weakness:

Assume "important events have important causes"... that's not always true, sometimes it's chance or bad luck.

Limited number of policy options, tend to get to "satisfies" status rather than "optimizes"
Strengths: Low Information processing requirement (this is also a weakness, it should be higher)
Prospect Theory: We're not talking about this, but identifies that groups are much more willing to defend the status quo than take on additional risk.
