SPECIAL EDUCATION REFERRAL PROCESS
5. Eligibility
If student has some delay or disability which hinders their education, then they will be assigned to a school for children with special needs
The team involved in the entire process will determine eligibility of the student for special education school
2. Pre-Referral
Specialized teacher with parents and administration dialogue about the need for special education if pre-referral is ineffective
Dialogue with parents and administration about the need for a more formal intervention
Administration seeks approval from the commune to engage the services of a teacher for children with special needs
Frequently monitor progress of child to determine if abilities improve
6. Assignment to Specialized School
Student is integrated into the school with attention paid to his special needs
The student's dossier is created with a full implementation plan, intervention plan and goals
1. Recognition
Initial meeting with parents/guardian to discuss the issue(s)
Develop a plan of action for a classroom intervention
Recognize an inconsistent pattern in the child's abilities
If classroom intervention is ineffective, move onto pre-referral
4. Special Education Evaluation
Evaluation is comprehensive and teacher provides student's past work if required by the expert
Evaluation takes place over a span of 4 months by a multidisciplinary team as required, made up of a psychomotor skills expert, a pedo-psychologist, special educators and doctors
7. Re-evaluation
Every two years, the specialized teachers meet and re-evaluate the progress of the student and if it happens that eventually, s/he is no longer eligible for special education, the educators file in a request for the student to be reintegrated into mainstream education.
3. Referral for Special Education Evaluation
Consent is sought from the parents/legal guardians to proceed with the Special Education Evaluation
Referred intervention specialist contacts the child's family within a month to schedule an evaluation
