PD is not one approach, but a family of design practices that host many design agendas and a varied set of toolkits, tools and techniques. However, they all have this PD mindset at its heart about ensuring the participation of those earlier left out of the process, or decision-making (Brandt et al., 2013). This rational idea of democracy as a value that leads to considerations of user participation (Bilder et al. 2011, p. 163). The PD mindset concerns itself with the fact that technology can never be neutral, as it is always developed by someone for someone, and the answers to the problem are therefore being made by the developers and designers. With the focus on everyone having not just a voice, but a say too, and a design process where there is a democratisation of the process and a co-operation where everyone is on equal terms.
