EXTRA-STATE
Occurs between a state actor and a non state actor outside of the borders of that state actor.
(USA vs ISIS in Iraq/Syria)

CRISIS DIPLOMACY
Crisis diplomacy refers to negotiations between actors in the global arena in response to an immediate crisis.
This could take the form of general assembly meetings, UNSC resolutions or even the promulgation of treaties and agreements. For example, the UN has mediated nine separate rounds of peace talks in response to the crisis in Syria.
