I think it is somewhat effective as long as people respect that and follow the guidelines
Others think that it is ineffective because complaints have been made and nothing has been done ad the issues continue to remain unresolved

Independent press standards organisation, has the power to shut down and fine newspapers who break the editors code of practise, this only applies for printed press
They are criticised for not doing much
OFCOM
Regulates TV and radio. They examine wheather online platforms are doing enough to protect their users from illegal content and content that is harmful to children.
For example explicit sexual scenes on the news/TV at 4pm when children will be watching it.
