We should motivate them to do so without delay. Should we refund the fine if the card is found? + we give them a new card immediately + we explain, that it's for their own security .
Not giving a new card until fine is paid seems to have no reason.
Card is blocked
I'll create a template on how to report a lost card, so it's not dependend on 1 person. I suggest, Regina, Katka & Tanya should remain main contact pax for lost card reporting.
