government
Structure of government different to Fathers at the end of his reign:
- in the shot term there was a renewed emphasis on governing through council (1529-32) and a return to this at the end of his reign (1940-47)
- thepeiod inbetween this was made up of 2 periods where he relied on the work of a cheif minister who shaped the structures of government to meet his own needs.
Governance via councils broke down for the first time because of conflict between his own impulsive personality and that of his more conservative councillors. was active in between wolsey and Cromwell's periods of dominance.

parliament
before 1530s there was little to suggest that Henry's views of parliament differed from his fathers. Their main role was to grant extrodinary revenue to the crown, and to pass laws. Similar to his father in this way as at the start his main reason for calling parliament was to secure revenure.
before 1529, Parliament was only called 4 times. 1510, 1512, 1515 and 1523. The 1523 parliament was the only one durng Wolsey's period of dominance.
Cromwell exploited Parliament's legislative abilities. As a result Parliament met much more frequently in the 2nd half of Henry's reign.

character and aims
had been preparing to be king for 7 years prior to this, after the death of Prince Arthur. Well read, and had been educated in humanism.
Married Catherine of Aragon in 1509, she was 5 years older than him, later regretted this due to her not producing a male heir. HAd plans for this since Arthur's death in 1502 but Henry VII never confirmed everything.
