The Importance of project closing
It is the process of finalising all activities for the project. The key benefits of this process are the project is closed, the planned work is completed, and project organiSational team resources are released to pursue new projects. After the project closing, the project will be commissioned by the Project Team and handed over to the Facilities Team.

Installed properly into the building
Bought into operation successfully (known as 'start up' of systems)
Designed appropriately by the design team
Operate smoothly and satisfy the specified design
Activities during Project Closing Phase 62-63
Administrative closing of all procurements and contractual obligations.
Formally recognizing the completion of a project and its transition to operations. (Handover from PM to FM)
Reviewing the governance processes.
Validating that the project achieved benefits identified.
Validating and acceptance of deliverables. (Commissioning)
Disbanding project resources, freeing them to perform other projects.
Making sure all work have been completed.
Transitioning project deliverables to the customer organization. (if project is for sale)

Commissioning is performed during the project closing phrase to validate prior to accepting the completed works or services.
Building commissioning is the systematic process of ensuring and documenting that all building systems perform according to specification and design intent, while also meeting the operational needs of the Client.
