THE COMMONWEALTH 1649-53
-
NOMINATED ASSEMBLY
PROBLEMS
- Internal Divisions
Conservatives vs Radicals→Divisions sharpened when it came to reform such as the control of Church livings.
Radical Power→Although few in number the radicals were well organised and could push through very controversial measures such as a vote to abolish the court of chancery and church livings.
Radical Power on the Church→This success of the radicals on church tithes pushed moderates to act and dissolve themselves before the social order was undermined.
- Cromwell and the NMA
Assembly problems→faced the same dilemma as the rump of how to carry out radical and religious reform whilst keeping conservative political opinion.
Assembly reputations→for harmful religious radicalism grew as Cromwell's conservative instincts for the preservation of the regime alarmed.
Cromwell Comments→He said that if the Barebones parliament continued then destruction would have occurred
- Religious and political reform
Aware of needed reform→The members of the nominated assembly knew that the rump had been dissolved due to failure to bring about satisfactory reform
Unity of constitution→Constitution had to reflect the unity of England, Scotland and Ireland
Acts of Assembly→In five months the Assembly passed over 30 acts, many of them sensible and moderate. New council of state, work on the Hale commission was taken up.
Speed of Acts→Barebones parliament moved too quickly thus not striking the balance between desire for reform and need for stability. Given so little time due to the pressure to succeed.
- Cromwell's Power→Dissolution of the Rump left Cromwell in a unique position of power.
- John Lambert's Proposal→Turned down John Lamberts proposal of a council of twelve ruling temporarily in the political hiatus created by the dissolution.
- Fifth Monarchist's Proposal→Took Fifth Monarchists idea of a larger assembly of idea that a larger assembly of godly men should meet.
- Reasons for acceptance→Fifth monarchists do have some religious impetus on Cromwell. Praise-God Barebone who was a fifth monarchists.
- Views of Nominated Assembly→It was interpreted as radical and fiery however many were moderate and cautious reformers (JPs, Wealthy Landed elite)
- Members→Often were minor gentry. 12 out of 138 were fifth monarchists.
- Election→Men were nominated and handpicked rather than elected. Traditional elite were excluded as Cromwell is genuinely taken by the idea of an assembly of Godly men and as a result excludes the two most powerful political groups - NMA and Elite
CROMWELL
- Power Hungry→Allegedly destroyed the Bill of elections.
- God-Fearing→"Living in open contempt of Gods commandments"
- Historical Views→Someone who is driven by two very different aims reflecting the contrasting aspirations which surfaced since 1640, a yearning for the return of social stability, political normality and constitutional respectability and a passionate zeal for Godly Reformation. Blair Warden "Ideological Schizophrenia"
