Most lived in inaccessible places; the economy was "inconsistent" due to the scarce resources such as iron and underdeveloped coal; this triggered the shortage of allocation that the government can provide to the education sector, causing a weak educational environment at the moment.
Particularly during the 1970s, the economy was in poor shape as prices of commodities began to increase, and production from the agricultural and industrial sectors declined. Imports and exports throughout the country were also lower due to the constant increase in prices and the unwillingness of people to pay their taxes.

Discrimination was relevant between the rich and the poor; nobles and the upper classes were excluded from paying taxes, which means that the responsibility of paying taxes was overwhelmingly pushed down to the lower classes.
Individual rights have not been fully defined and far too many commoners have experienced discrimination and oppression

In the political dimension of the nation, middle class men and women had no voice, and so many were unhappy, particularly with the negative impact of France at that time.
Several nobles had lost their positions; the kings either only chose the citizens they preferred or the princes by blood.

The wealthy viewed poor citizens as undesirable people such as arrogant, offenders, and prostitutes due to their bad reputations. Poor children are not given the opportunity to have access to quality education which makes them uneducated.
TAYA-KILOS
St. Benilde was not known for doing anything extraordinary. He had no grand apostolic undertaking to record; no learned speeches, no pedagogical or ascetical publications, no new foundations, or reforms initiated. This modest existence proved to be a problem towards his canonization.

He realized that he had to perform acts of his own to be able to make an impact about knowledge, spirituality and awareness towards the marginalized people of his time.
Benilde knew and understood that by spreading and practicing religious norms and beliefs to the less fortunate, they would have better chances and opportunities to unite their efforts and work towards a cause spiritually greater than them.
Amongst the people that Benilde has shared experiences with and encountered, he was always concerned regarding their spiritual, mental, and physical well-being.
