Steps to Identify and Help Special Needs Students
Step: 1 Identify Signs of Struggling Student
Internalizing behaviors
boredom and carelessness
disinterest in going to school
withdrawal in class
disorganization, inattention
sloppy or poorly done work
physical symptoms of stress
slow to respond to questions
Students with internalizing behaviors are generally quiet and may be withdrawn. They are embarrassed by receiving attention and worry that others will see their academic weaknesses.
externalizing behaviors
impulsive blurting out incorrect answers
breaking school rules
behavior problems at home
aggression towards peers or adults
inappropriate joking
attraction toward other underachievers
delinquent behavior at home or in the community
Students with symptoms who externalize are hard to miss. These students are often loud and disruptive, and they seem to want attention—even if it is negative.
Step 2: Referral
Anyone involved can make a referral
teacher

school administraton
school counselor
Step 3: Evaluation
work samples
testing
classroom observations
teacher and parent interviews
Step 4: Eligibilty Determination
information gathered from evaluation will determine if the student is eligible for special education
Step 5: Individualized Learning Plan (IEP) Development
child centered
shared responsibility/parental participation
least restrictive environment (LRE)
general education curriculum standards and assessments
based on individual strengths and needs
planning for adult outcomes
includes positive behavior supports
tool to guide instruction and measure progress
Step 6: Build Supportive School Team
Create opportunities for special needs students. Encourage students to interact with others and also develop social skills
Team works effectively with other teachers and staff members, analyze problems, and design interventions powerful enough to affect change
A group of people that have knowledge of the special needs student's case and can offer support in all aspects of their life at school

Step 7: Implement IEP
The student will receive personalized learning to meet their needs and progress will be closely monitored by the support team

teach in a way the student can understand
give additional time to complete work
set goals and provide feedback

Step 8: Annual Review
IEP must be reviewed and updated at least once a year
Step 9: Re-Evaluation
The student must be re-evaluated at least once every 3 years
Step 10: Exiting Special Education
Students who meet their goals and no longer require special assistance are evaluated and exited from special education programs
