Managerial imperative- school administrators are staggering under the numerous administrative tasks they have to do.
School improvement imperative – principals can not improve by themselves, they need teachers to influence school reform efforts which will improve results
Professionalization of teaching – quality of teaching supported by curriculum,programes and policies for students, nature of connections with the external community and other elements contributes to student learning. Administrators need to find ways of unleashing the expertise of their staff and to capture the energy and knowledge of those who know the most about what works in the classroom
