The government could use its power against your natural rights, because of that there should be a separation of powers.

Separation of powers would keep any individual or group from gaining total control of the government
There should be an executive part of government, a legislated part and a judicial part of government and each of those different parts should have power but they should be balanced and a check on each other.

Government is a contract, between the government and the people, it's called a social contract.

People are use to having a king that made sure that everyone stayed in line, to do what they were supposed to be doing and it was the job of the king to rule over the people.
They didn’t have many choices because the kings power was absolute, they were absolute monarchs.
