Why tho?
People saw the instability of the Persian rule in 522 and saw it as an opportunity to regain their freedom
Some were actually upset about the way in which Darius seized power and perhaps killed the 'legitimate' heir (fake Smerdis)
Connections to Cyrus
Darius claimed that he and Cyrus shared an ancestor in the form of Teispes and thus claims that they both descended from the founder of the royal family, Achaemenes

To strengthen ties, he also married Cyrus' daughters - Atossa and Artystone (polygamy)
Ahuramazda

He uses this as a tool to compare treason to a crime against the God and to make him seem like more of a genuine heir
In the Bisitun Inscription, the name Ahuramazda was mentioned 63 times and other gods in the polytheistic Persian religion were mentioned, collectively, only once

This was administered from the royal cities of Susa, Ecbatana, Pasargadea and Persepolis (a new royal capital founded by Darius)
The empire was served by a great road system complete with stations and inns. There were also riders and horses waiting at designated stations to send messages quickly using a relay system
