5S Approach / Public Sector Conducive Ecosystem (EKSA)
Introduction
MAMPU has undertaken the initiative to enhance the existing Public Sector 5S Practice in a rebranding exercise which introduced the Public Sector Conducive Ecosystem or better known as EKSA
This move is in line with efforts to strengthen the organisational culture of high performance and innovation among public sector agencies by providing a conducive environment, work culture and positive values for public servants.
EKSA includes the introduction of a new auditing model which comprises Generic criteria as well as Specific criteria which takes into account the diversity of government agencies. Previously, the one-size-fits-all concept which had been used was found to be inadequate in catering to the needs of all agencies. Thus, the improved EKSA criteria is able to conform according to the locality of the agencies
The introduction of EKSA is meant to enhance the existing Public Sector 5S Practice with an emphasis on creating a conducive working environment
The rebranding is aimed at empowering public sector agencies to:
a) expand the implementation of Conducive Ecosystem in public sector agencies
b) enhance their corporate image
c) inculcate a culture of creativity and innovation in line with stakeholder’s expectations
d) promote efforts supporting the campaign to Go Green
e) ensure that auditing elements meet the needs of various public sector agencies
Implementation of EKSA
Establish an Executive Committee of EKSA and set a clear action plan

Determine the overall direction of the implementation of the EKSA

Define policies, rules and guidelines

Provides training plan for training activities to foster culture
EKSA to all employees in the organization
Identify the type of training required from time to time
to strengthen EKSA activities
Coordinate and ensure that all employees are provided with EKSA training adequately

Meet regularly with team members
Encourages the involvement of all members in implementing the EKSA

The division of the sector / zone should be explained through the plan sector / zone location to facilitate reference
Factors that need to be considered in the sector / zone subdivision is as follows :
Sector / zone overall layout and subdivision / sub-zone should be tailored to the function and size of the organization (it is recommended that the sector / zone is not too large) to facilitate more systematic coordination and monitoring
determine the group name for each sector / zone and
total group membership for each sector / zone
create an EKSA corner by showing the structure
groups and sectors / zones taking into account the direction
EKSA in department / agency
sectors / zones within a department / agency must be based

Training for EKSA
The purpose of EKSA training is to gain knowledge on EKSA
in addition to cultivating EKSA among department / agency personnel
Inauguration of EKSA
