CHAPTER 7 : QUALITY AWARDS AND MODELS
Introduction
A form of recognition that encourages the organisations to adapt business improvement lessons
Identify and expose to 'good practices' for other organizations to consider as process improvements and as an innovation
Prime Minister Innovation
Award (AIPM)
The Government has introduced Prime Minister's Innovation Award (AIPM) which is the most prestigious and unique Public Service award to recognise innovations that are significant and bring high impact to the country
In line with the Government's aspiration to foster a creative and innovative culture among Public Sector agencies, The Prime Minister's Innovation Award was introduces in 2010 to replace the Prime Minister Quality Award
AIPM Selection Process
The process of identifying and nominating potential candidates or initiatives for the Prime Minister's Innovation Award is undertaken by a
Search Committee
The Committee is chaired by the Chief Secretary to the Government and comprises members drawn from the Public Sector, Private Sector, Institutions of Higher Learning and Non-Government Organisations (NGOs)
The Search Committee ensures that only the most qualified candidates are shortlisted for the award. Thus, agencies need not submit any application for AIPM
AIPM Evaluation Criteria
INNOVATIVE - shows innovative features
RELEVANCE - shows changes which are consistent with the national agenda
SIGNIFICANT - shows significant and high impact outcome or potential outcome either locally or globally
EFFECTIVENESS - shows significant benefits
Rewards of The Award
AIPM can be awarded to an agency/organisation, a team consisting of civil servants or an individual. Only ONE winner will be choosen for AIPM
The AIPM's winner will be rewarded a cash proze of RM1 million, a trophy and a certificate
5S Approach/EKSA
EKSA was introduced in January 2014 as a re-branding initiative from 5S Practice in the Malaysian Public Sector
It highlights on the quality and conducive working environment
This re-branding is appropriate and in line with the change and the current quality practice in order to improve the performance and competitiveness of the organisation
It is also to enlivening the creative and innovative culture among public sector departments/agencies
Objectives of EKSA
Enhance corporate image
Generate creativity and innovation in line with the demands of the stakeholders
Encourage activities towards creating green environment through the Green Practice (Amalan Hijau) cultures
Extent the EKSA implementation in the government agencies in order to create a conducive work environment
Ensure the audit element meets the diversified need of government agencies
5S Approach in EKSA
Seiri - straighten up (organising and throwing away things you don't use)
Seiton - put things in order (neatness in the workplace)
Seiso - clean-up
Shiketsu - personal cleanliness (standardisation)
Shitsuke - discipline (repeat the above step)

Recognition To The Winner
The agencies/organisations that are successful and get a good marks (80% and above) after the EKSA audit will receive a certificate of recognition form MAMPU
The certification will last 2 years and the duration will be pointed in the certificate. The agencies/organisations can apply for renewal of the certification and it must be made a month before the current expires
ISO 9000
Quality system standards adopted by International Organization for Standardization in 1987; received in 1994, 2000, 2008, 2015
Quality system standards based on the premise that certain generic characteristics of management practices can be standardized and that a well-designed, well-implemented and carefully managed quality system provides confidence that the outputs will meet customer expectations and requirements
ISO 9000 provides a set of good basic practices for initiating a quality system, and is an excellent starting point for companies with no formal quality assurance program

Guidelines for improvement and sustaining the QMS in the organisation
