Maybe some are not willing to follow protocol

Many rules should be established prioritizing the enviorment
Architects can start to disagree and not follow this
There will need to be inspectors to see if they are following the rules or not

It can be pretty expensive to decide to choose to not contaminate the environment.

Residues that are generated while building should be recicled, but it takes time and money
Need to add inspectors which control if they are following protocol or not

Technological Advancements should more developed to make this happen
