Regulations
Environmental Quality (Scheduled Wastes)
Regulations 2005
Scheduled wastes as any waste falling within the categories in the EQA 1974
Key provision
🔸 Control of the generation of waste by a notification system
🔸 Avoidance or minimisation of waste generation
🔸 Safe storage wastes
🔸 Licensing of scheduled waste facilities
🔸 Treatment and disposal of waste at prescribed premises
🔸 Implementation of the manifest system for tracking and controlling movement of wastes
new category
âž¡ metal and metal-bearing wastes
âž¡ Wastes containing principally organic constituents, which may contain metal or organic materials
âž¡ Wastes containing principally inorganic constituents, which may contain metal or organic materials
âž¡ Wastes, which may contain either inorganic or organic constituents
âž¡ other waste
Main problems in Malaysia
:no_entry:Illegal dumping of scheduled wastes
🔥 Sludge and oil waste
🔥 Metal hydroxide sludge from Taiwan illegally import and storage at Simpang Renggam
🔥 Aluminum dross. react with rain and release poisonous ammonia gases
🔥 Dross material used in galvanising.
:no_entry: E-waste
Strategies
💪 Strengthen the hazardous waste management policy
:pen: Technologies policies for pollution control of hazardous waste
:pen: Environmental tax mechanism on products containing hazardous substances
:pen: A recovery system by producers
:pen: Establishment of policies that will eventually eliminate harmful products
💪 Enforcement
:pen: More officers should be recruited
:pen: Enforcement team involve police, local councils and others
:pen: Cooperation between governmental departments
💪Recovery/reuse of wastes
💪Contaminated land
💪 Counter measure
:pen: Satellite monitoring system
:pen:Research and development of analytical environmental forensics
:pen:Audits on waste generators , recyclers and disposal facilities should be carried out in systematic and regular manner.
💪 Disposal of hazardous waste
:pen:Ministry of natural resources and environment should look upon the issue of how to moderate the disposal cost of treatment and review the present cost for waste recovery
