First, scholars roundly agree that these federal housing policies are directly to blame for a vast “racial wealth gap” today. In 1947 when construction began on the suburban New York subdivision of Levittown, homes sold for $7,000 to $9,000, or double national median income. Today, homes in Levittown, NY sell for $400,000 to $500,000, about seven times national median income. Through buying real estate in these subdivisions, beginning in the 1940s white families began building wealth and moving up the economic ladder while Black families were explicitly prohibited from doing so. After the passage of the Fair Housing Act in 1968, when Black families were finally allowed to purchase homes in these areas, they had been long since priced out. Today, while African American family income is about 60 percent of white family income, African American family wealth is only five percent of white family wealth.
