The constitutional right to be protected from excessive force is found in the Fourth Amendment and the prohibition on cruel and unusual punishment in the Eighth Amendment.
Qualifications for police officer might be too easy to achieve compared to other countries with less cases of police brutality.
How we define racism?
Legal restriction (U.S): "Federal laws prohibit discrimination based on a person's national origin, race, color, religion, disability, sex, and familial status. " ( Department of Justice, 2000)
U.S. law: defines congniable racism by "requiring evidence of intent to discriminate." (Menendian

Interviews with individuals: anything recipients regards as discrimination based on race, or any action taken "intentionally" to discriminate indivuduals or group of people due to their race.
Do we have rights to change racists' mind and racial bias?
