This is in decline after the recession of 1960s, which hit Detroit the hardest, as the majority of their industry (automotive - Ford, Chrysler, General Motors) collapsed leaving many of the middle class being forced to leave the city or wither away with it. Since then, the city had many abandoned buildings,as the busy neighbourhoods became green empty land ads the buildings were removed. The busy sky scrapers became empty as well, due to bsuinesses moving their offices out of the city. This means that skyscrapers and neighbourhoods are now left completely abandoned, thus the infrastructure is there but decaying.
