How neglect begins:
During “serve and return” interactions, between an adult and young children, if the adult’s responses are absent, inappropriate, or not reliable, subsequent learning can be impaired due to disruption of developing brain circuits.
Sensing threat activates biological stress response systems. Excessive activation of those systems can have a toxic effect on developing a brain’s circuitry. Persistent lack of response, will make for the adverse effects of toxic stress compound with the lost opportunities for development associated with limited/ineffective interaction.

-disseminating new scientific findings to child welfare professionals
-supporting collaboration between child development researches and service providers to develop more effective prevention and intervention strategies
-coordinating across policy and service sectors to identify vulnerable children and families as early as possible
-creating contexts for corporation among policy makers, family court judges, and practitioners to improve access to non-stigmatizing, community based services
Because child neglect often co-occurs with other family problems (particularly parental mental health disorders and addictions), specialised serviced that address a variety of medical, economics and social needs in adults present important opportunities to identify and address neglectful circumstances for Yung children. Policies and programmes that provide preventive intervention s in high risk situations before onset of neglect present a particularly compelling goal.
