Room 3: We should plan for speedy recovery to allow citizens back in Public Spaces
ECONOMIC
Lockdown has stop the economy of countries, unemployment rate has rised up. Commercial public spaces will need to open up for economy to recover.
Singapore is undergoing an existing recession - to dedicate further resources into redesigning new public spaces when existing ones are able to be adapted to use safely is an unwise use of economical resources. We should allow use and start thinking about how to adapt to existing public spaces as the way forward, instead of completely avoiding these places.
POLITICAL
A three-way axis exists between the state, the corporation and public space. Losing the public space means losing the freedom of opinion, assembly and expression. In a place like Singapore this is all the more important, especially when there already exists an underlying state of soft authoritarianism.
Public spaces promote civic pride - in the current Covid-19 climate, a sense of belonging and community is all the more important and can be (cautiously) fostered in Singaporeans using public spaces.
SOCIAL
Physical health should not be upheld at the expense of mental health - public spaces can serve as a psychological reprieve for individuals without compromising too heavily on public health safety with existing safe distancing measures.
Public space is defined as social space that is open or accessible to people. Law-abiding citizens should be free to walk the streets and enjoy the public spaces without being monitored as monitoring reduces the freedom which people value in public spaces.
Promotes social equality
Public space provides the opportunities to free individuals from social control of groups, it provides people freedom of being an actor for public spectacle
For cities to be liveable, according to gehl, people need to have freedom of choice in terms of mobility. One priority of the city planner should be to leave room for neighbourhoods to manoeuvre of their own accord.
HEALTHCARE
We need to open up the hospitals for other patients to receive treatment
Allows us to develop a framework for future situations. Public spaces can be used as a case studies for the opening up of other spaces such as airports
Public Spaces are important in engaging communities which benefits people's well-being and mental health. Studies have shown links between mental health and public spaces.
The hammer and the dance
But we have to prepare the hospital for this stress
HOW DO WE GO ABOUT DOING IT
Use of technology to try to monitor usage
Using IOT, we can monitor the health of each individual and their history of places visited
Individuals can opt in to publicly share these information or privately saved. When incident happen, govt has the authority to open these information even when its private
Computational tools to plan for the reopening of such spaces. Good opportunity to design and test such tools. How do we measure density in spaces. Predicting patterns of people from patterns of space
Monitor temperature of individuals when congregation happens

WHEN to open up?
when we transform public spaces?
Gehl emphasizes the importance of gradual transformation in urban redevelopments, in order to make changes sustainable and to give people time to adapt to physical changes, adjust their life styles, and experiment with the new ways of using the city. Gradual transformation allows for greater flexibility in the design process and facilitates attitude changes through public involvement and positive experiences.
