Try to communicate with both student and parents to find out if there is a certain adults' image that he/she is afraid of.

Encourage the student to talk with one classmate he/she feels close to first and remember to praise.

Want to stay alone
Respect the student's personal space, but also ask he/she to join small group work in regular time, so that the student won't be panic about uncertain teamwork
Consider body language as more effective way
Ignore the student's body language until he/she say the request

in front of a big group
Try to ask the student start from 1 on 1, then small group, and big group last, take time to help he/she to adapt the environment.
Student will do that anytime to anyone for no reason
Ask support to evaluate if the student got speech or hearing impairments

Emotional behavior like crying, scream or get angry a lot might be an approach for kids to get attention from adults or they want to rely on adults to solve problem.

After arrived at school
Most kids will feel strongly anxiety after they say goodbye to their parents
Contact parents for a better and simple way to say goodbye
Use toys, games or other kids in the class to help distracting the attention from their parents
Doesn't got what he/she want or the cannot solve problems independently
Encourage the student to deal things by own, teach the student the right way to control emotion and express needs

Ask support to evaluate if the student has learning difficulty or emotional problem
