There is a reason that core subjects are called "core," why should someone who fails the core be able to pass.
Social, Science, Language Arts, Math. All of these are essential to the modern human.
Society is based around what you learn in the core subjects. Are people who fail them unready to join society?
By the age of fifteen in Canada, 13.8 percent of students are low reading performers, and unable to participate fully in society.

LA, Science, Math, Social. These are the core subjects in many places of the world.
Education has almost always been around, and it evolves with what the people educated need to know.
The core subjects are taught worldwide and are considered the core of education.
The skills learned in core subjects are essential to almost 70 percent of modern jobs
16.3 percent of Canadian students, by the age of fifteen, are low performers in math, and 13.4 are low in science

Thesis statement
Because the core subjects are the core of modern education I believe that it is necessary for kids to pass them to pass the grade. I believe kids who pass a grade without passing all the core subjects would be like a great phone without a screen, or a battery. They may have knowledge in extra subjects, but still have no knowledge in the necessary subjects.
In Alberta, we already have a great education system, and I believe that adding the necessity of passing core subjects would make sure that no one who does not know the basics will move on to the harder material.

To speak and communicate with other people you need to have well developed grammar and literacy

If people fail, they need to learn to the point where they do not.
People who fail in something which is necessary should learn till they succeed.
When the kids at school learn the core they will be better suited to life. Repitition can help to learn if all else doesn't work.
Once they learn not to fail and learn the subject well enough not to fail, they will be ready to utilize the info.
