a. intelligence is not properly analyzed, b. agencies do not coordinate information
.
intelligence-led policing
- law enforcement effort in which resources are deployed based on information gathered and analyzed from criminal intelligence.
Intelligence Reform
Intelligence centralized by ODNI- avoiding bureaucratic pitfall.
group think
- members of group work together to solve a problem.
Redirecting the focus of reform- comprehensive reform of the intelligence system- to prevent internal prejudice and bias.
target-based analysis
- focused on 1.what targets are vulnerable? 2. What capabilities exist to address the treats?
