presumably, there are some people, who no matter how hard one tries, or no matter the type education or quality of upbringing, they will not work. But perhaps, a substantial number of the people who are 'voluntarily unemployed' now would not have otherwise been. Does ELR entail removing social barriers to help steer people towards work?

who should employ them? Should it be forcing employers to employ them (and the issues that come with it e.g. disabled access)? Or the government providing jobs themselves?
