A destructive plate boundary happens where an oceanic and continental plate move towards each other. The heavier, more dense oceanic plate is forced under the continental plate. As it sinks below the continental plate the oceanic plate melts due to friction in the subduction zone.
A constructive plate boundary, sometimes called a divergent plate margin, occurs when plates move apart. Volcanoes are formed as magma wells up to fill the gap, and eventually new crust is formed. An example of a constructive plate boundary is the mid-Atlantic Ridge.
A conservative plate boundary, sometimes called a transform plate margin, occurs where plates slide past each other in opposite directions, or in the same direction but at different speeds.

Haiti lies right on the boundary of the Caribbean and North American plates. There was slippage along a conservative plate boundary that runs through Haiti. On 12 January 2010, a magnitude 7 earthquake hit Haiti at 16:53 local time.
The earthquake shrank Haiti's gross domestic product by 5.1%. It crippled the main airport, most of the ports, and almost all the paved roads. That made it difficult for relief efforts to reach the victims. The quake damaged 294,383 homes and destroyed 106,000 of them.

Often people live in these zones because they decide that the advantages of the place outweigh the risks. Most volcanoes and earthquake zones are safe for long periods in between eruptions or earthquake events. Frequently tectonic events can be adjusted to and are considered by the residents as being predictable.

Haiti quake could not have been predicted: experts. LOS ANGELES (Reuters) - The catastrophic earthquake that struck Haiti could not have been predicted, experts said on Friday, but seismologists have made progress in identifying areas likely to be hit by major quakes in the next few decades.
the horrific images of the death and destruction after Haiti’s massive earthquake are both a call to action for the international community to provide immediate humanitarian assistance, and a sad but urgent reminder of the importance of disaster preparedness and risk reduction.
NGO staff were aware of the issues and sought practical approaches to providing protection and ensuring accountability.
