4.“Despite the fact that the Criminal Cases Review Commission appears to conduct careful investigations and to do its job well, the criminal justice system’s response to wrongful convictions in England and Wales remains inadequate and unacceptable. Defendants who claim they are innocent still face an uphill task in getting the Court of Appeal to quash their convictions and an almost impossible task in obtaining compensation when their convictions are quashed. There is an urgent need to amend the Court of Appeal’s grounds for allowing appeals and to ensure adequate compensation for those whose appeals are allowed.”

increase options for the CA; reduce sentence, not just quash or keep
bad idea. how would the CA measure a sentence? this is against 6(2) as would be saying they think they are partially innocent . would they give a retrial or decide this by themselves? in practice does not work

what is a 'good job' ??
too high % referral thats successful = not taking enough chances and there will be some people not getting quashed convictions when they ought to.
also suggests following CA too much. then what would be the point in having the CCRC, would just be an extension of CA/

need to find a middle ground. I would say they have found it. some say following CA too much and this is something CCRC ought to be careful of, but they have seen this feedback and disagreed with it, despite several reforms of the structure of their system which shows they are working hard to improve results constantly and would make changes if necessary
