By the late 19th century to the beginning of the 20th century, as an effect of the rise of new industries, the industrial workers became the largest social group of Germany, composing around 11 million people of the population. However, their interests weren't met by the Kaiser.
Germany was dominated by the richest. The Kaiser protected the Junkers (rich conservative landowners), who had control over other important political institutions, like the army and legal system.
Rise of socialism:
the workers tended to vote for The Socialist Party, as they wanted the establishment of a socialist state that would consider its interests. Although, Bismarck had introduced some laws to satisfy them like the provision of accident insurance, it didn't stop the party from becoming the largest in the Reichstag by 1912.
Fear of socialism on foreign policy of The Kaiser

To fight socialism, the Kaiser formed a conservative coalition between the traditional aristocrats, the middle class and the agricultural workers by appealing to their nationalism and militarism through the introduction of an aggressive foreign policy

it was very expensive causing the government debt to grow, and could not be paid with increases in income tax
Kaiser's perception:
the aggressiveness of the foreign policy put Germany at high risk for a larger scale war. The fact that at the time, the kaiser was only faced with local conflicts, and no major ones outside, might have given him the confidence to be that aggressive.
