Chapter Eleven: IS Management
11.1 What are the functions and organisations of the IS department?
Major functions of the IS department:
plan the use of IS to accomplish organisational goals and strategy
manage outsourcing relationships
protect information assets
develop, operate and maintain the organisation's computing infrastructure
develop, operate and maintain applications
How is the IS department organised?
Chief Information Officer (CIO):
usually the principal manager of the Is department
Technology office:
investigates new IS technologies and determines how the organisation can benefit from them
Chief Technology officer (CTO):
heads the technology group and evaluates new technologies, ideas and capabilities and identifies those most relevant to the organisation
Operations:
manages the computing infrastructure, including individual computers, in house server farms, networks and communication media - monitors UX and responds to user problems
Outsourcing relations:
existed in organisations that have negotiated outsourcing agreements with other companies to provide equipment or other service s
Development:
manages process of creating new Is as well as maintaining existing IS
Security Officers:
Chief security officer (CSO):
manages security for all the organisation's assets: PPE, employees, IP and digital
Chief IS officer (CISO):
manages security for the organisation's IS and information
11.2 How do organisations plan the use of IS?
Align Information Systems with Organisational Strategy
CIO and Is department must constantly vigilant to align IS with organisation's competitive strategy
IS structure is not malleable so need a persuasive CIO
Communicate IS issues to the executive group
CIO is the representative & must provide IS perspective during discussions of problems solutions, proposals and new initiatives
Develop priorities and enforce them within the department
CIO must ensure that priorities consistent with the overall organisational strategy are developed and communicated to the IS department & ensure they are evaluated for using new technology in light of those communicated priorities
Sponsor the steering committee
Steering committee:
group of senior managers form the major business functions that works with the CIO to set the IS priorities and decide among major IS projects and alternatives
can discuss IS initiatives and directions with the user community
provides a form for users to express their needs, frustrations and other issues they gave with the IS department
11.3 What are the advantages and disadvantages of outsourcing?
Outsourcing:
process of hiring another organisation to perform a service
save costs, gain expertise and to free management time
any value chain business activity can be outsourced
