In the Nazi state, aims to utilize culture in the arts as forms of propaganda were put in place. However, this does not mean that all German art at the time was created for the sole purpose of propaganda. Germany is known for its great composers of music, especially during this time. Mendelssohn and Strauss, for instance, were very well-known composers. Mendelssohn was known for his romantic expression and beautiful melodies. However, he was Jewish, and Hitler wanted to spread anti-Semitism in Germany. Goebbels was made prime minister of propaganda and popular enlightenment in 1933, and his office imposed rigorous censorship on all art forms, encouraging only those that conveyed a suitable propaganda message. This included banning anything created by Mendelssohn. Long story short, the culture and the arts that were available to the German people at the time were indeed merely forms of propaganda in the Nazi state, but that was only because the Nazis banned what they didn't want the German people to see.
