Also minor town began to develop out of thriving villages where industry had almost replaced agriculture. The barriers which divided towns disappeared.

In the 16th century the situation worsens. The growing demand for wool and its rise in price led the landowners to consider sheep rearing someting more profitable. The land began to be considered no longer a means of subistence as it was in the Middle Ages but a source of profit to be protected by enclosuers.
