The different interest of stakeholders: shipping company: Important reasons for the shipping company to invest in human resources and in training courses are the safety of their personnel and property at sea, binding of the personnel because of the global shortage of officers, the image of the company, insurance, etc. For personal development plans, for selection and promotion goals, and for justification of the company’s investment in training courses and request for next year budget, the company need evidence/results of the training courses. On the other hand, because of the shortage of officers, retention of qualified personnel is crucial so it is important that they feel safe, comfortable, and happy during and at the end of the training course. Assessment and grading of the training courses should not scare them off.
