[I would like to expand by paraphrasing a piece by Nobuto Takeuchi’s phd thesis.] This we find especially true in biological systems: a cell of your lung does not have a function outside of the lung. So the context - the organism - largely determines function - i.e. the meaning of a lung cell. On the other hand, the context - the organism - is generated by many such cells and their interactions. Thus, meaning and context feed back on each other, they generate each other. This gives a feeling that meaning (i.e. function) is arbitrary, and symbolic rather than physical.
