Flooding can occur on coastlines, since the sea can flood the ports and cities connected to the ports.
Flooding can also occur on the banks of rivers, since the rivers can overflow due to rain and melting of glaciers.
Flooding can also occur in lakes, since rivers can overflow the lake and start floods.

Possible Solutions
Coastline
Surround the coastlines with a removable steel wall that could stop the waves for as long as they can hold.

Rivers and Lakes
With the dirt that was dug from the trenches, we can have a wall-like structure that keeps the water at bay (by doing this, we are being resourceful).
Making trenches in which the flood water will have to fall into, giving more time for more flood precautions to be activated.
