How do we explain that “thing” (culture, norms, being …) and its importance (relative to other things e.g. institutions) to people?
And how it is cultivated?
Political science of last 30y: Institutions mattered but not nearly as much as expected because the dark matter (‘culture’) turned out to be more powerful than the mechanism. => what is that dark matter, how could we research it (why testable hypotheses), how is this difficult because "you can't talk about what can't be said".

What examples are there of the impact of culture? (e.g. finland, us, israel ...). Education etc
How do you measure the "wisdom" (probably multidimensional) of a group, an organization, a society ...

How does that show up in "action" and behaviours ... (e.g. problem solving, handling stress)
What is the link of "personal cognitive style" <=> "group dynamics"? How does the structure of groups and communities work and how that interacts with the being of those linkers (and surrounding culture)?

What is the interwovenness of culture and institutions (and technology)? [primacy of being. They totally interact, and loop over time and require labour ... and if that labour isn't done then pathologies arise -- it is not a mechanism it is evolving system that requires inputs of energy]
What would a wise(r) world look like? The being of people, the culture, the institutions? And how would we get there?
