Introduced health care, unemployment, and pensions to citizens.
Born into a family of Prussian landowning elite. Attended Plannman Institute in Berlin.
Married Joanna Von Puttkamer
Started his political career in 1849 he was elected into the the lower Prussian Diet. He later served as ambassador to Russia and France, therefore building up his foreign policy knowledge
