The TIR carnet is a customs transit document used to prove the existence of the international guarantee for duties and taxes for the goods transported under the TIR system
IRU

The cover page of the TIR Carnet and the series of vouchers and counterfoils, in sets of two inside
A set of two vouchers and two counterfoils is used in each country where a TIR operation is carried out.
-
Characteristics
Each TIR carnet has a unique reference number. A TIR carnet may have 4, 6, 14, or 20 vouchers, as one pair of vouchers is used per country; the number of vouchers indicates the number of countries that can be transited
It is forbidden to transport tobacco or by products of it and certain alcohol beverages (except wine and beer)
Although the detailed procedures concerning authorisation vary slightly between Member States, the basic conditions are the same
Each individual TIR carnet can be used for only one TIR transport. Once the TIR transport has been terminated at the customs office of destination of the goods, the driver is handed back the TIR carnet properly endorsed by the customs authorities of destination.

The IRU is the only international organisations that can issue the TIR carnet to the guarantor association. These associations issue the TIR carnet to the TIR carnet holders
