Weaknesses
Most research is on animals- generalising is difficult to do from animals to humans as they are less complex beings and so would be reductionistic to do so.
Different species have different capacities for learning by conditioning- some may also learn by simple observation, with no reinforcement involved.

Unethical- uses animals in most of the experiments which is unethical as they can't consent and are only bred for that purpose
Strengths
Lots of evidence- There is lots of evidence to suggest that animals and humans learn by conditioning
However, it can't explain all behaviour. We also learn by observation, as shown by social learning theory.
Scientific method of research- often the studies are objective, observable and measured.
