Until the 12th Century there are no big cities in Europe .Since then there is a urban Renassance ,because this is a trade again .The people who lived a nd work there are called bourgeoisie.

Initially, the Lords. They could be lay (laicos) or ecclesiastical (belonging to the church).
- The lords committed abuses and the bourgeoisie wanted freedom and independence to govern themselves.
- What did they want? They wanted a carta comunal. In other words, they wanted jurisdiction (ius/law) that guaranteed their rights.
- Once they got these Carta Comunal, they were able to govern themselves, and they created associations called Commune (Comunas) or Councils (Ayuntamiento). Today in italian, the council is called comune.
- The people in the Council were elected by the citizens.
- The Council was responsible for collecting taxes, defending the city, etc…
- Who was in charge of a Council?
The mayor (alcalde); that in German cities is called Bürgermeister,

- The building is the City Hall (ayuntamiento)
- Soon, these positions in the council were seized (occupied) by the richest families of the cities. And a urban aristocracy was created.
