Regulation
Video game regulation differs around the world
In the UK until July 2012 video games had been regulated by the BBFC. They are now largely regulated by the Video Standards Council (VSC) applying the PEGI system
The PEGI system contains both text and graphical based descriptions of the game it accompanies (age ratings as well as visual descriptions of content) and also it attempts to harmonise / standardise the protection of children aacross Europe
PEGI is often considered a much more thorough and effective system than its US counterpart, the ERSB. This is because it contains specific markers for 'fear' and 'discrimination'. PEGI ratings also contain sections which specifically mention parts of the actual game and why the specification was given to it. ERSB tends to be a little more generic in this area
Assassin's Creed III: Liberation was given an 18 rating on PEGI due to,,,
'Multiple, motiveless killing'
'Violence towards defenceless people
The percentage of 'PEGI' games at '18' has crept up over recent years , but it's still less than 10% apparently
