Should provide shelter from rain, prevent people from getting wet
Should have some shade to allow people to relax without getting sunburnt - but should also allow light in
Protection from wind to keep people warm
will have to be durable against weathering as will be out in the open

Laid out well to encourage social activity
Will have to include some sort of antisocial design to prevent people from staying in the park when they're not allowed
Not too many seats that it becomes inconvenient for people to pass
