This helped France because the wars of the Catholic majority vs. the Protestant minority was dividing the society into separate parts. It is important for leaders to have plans because then they wouldn't know what to do. Henry IV had already planned what he was going to do with France when he inherited the throne, he already knew that the French population was struggling with the differences between the Catholic majority and the Protestant minority. So, to end the wars over religion and prevent the ones in the future, he signed the Edict of Nantes, which granted religious tolerance to the Huguenots. Henry IV also noticed that the Royalty was becoming weaker and was not respected as much as it should, so he probably, even before inheriting the throne, already thought about how could he strengthen the Royal Power in France and not depend so much on the nobles, or at least have them support him at least. He hired the Cardinal Richelieu that helped him strengthen the Royal Power and also gave him the support of the church. If Henry IV inherited the throne with no plans for the future, he probably wouldn't he able to rebuild France, and probably it wouldn't be such a succeeding country as it is today.
