Causes
Soviet Union heavily criticised a stratified germany, proposing a ‘‘German people’s Congress for unity and a just peace’’
Soviet union was initially against the division of the germany into a binary state, on a basis of western/eastern alliance . The stratification would entail in the industrial Ruhr zone belonging to the western powers (Uk, Us, France)
The Soviet Union would in addition have to accept the Occupation statute which entails in the Us, Uk and France having far- reaching powers over trade, foreign relations, economic issues and disarmament.
Ruhr zone was later transferred in 1949 to an international Alliance which dictated its production and distribution among western allies (international Ruhr authority)
International Ruhr authority was later transformed into the European coal and steel community in 1951 which itself later led to the creation of the European Union
Rallying of public support
The Soviet Union initially attempted to incentivise popular support against the
western policies.
