This will place too much power into the hands of one actor, therefore removing it from everybody else.

This ruins the scene and messes up the flow, because it forces other people to adapt to your ideas.
Tips
Choose a character for you
Choose a personality that speaks to your strengths, and helps you work on your weaknesses.
Be Present
You have to be aware of what is happening around you, or you just might miss an important line or movement. If you do, it will induce awkwardness, and you might contradict what the other actor is saying.
Practice at home
There are some activities that might help your improvisation or quick thinking. Sometimes they are in front of a mirror, other times you need somebody else. They do help though.
Be Authentic
Try to feel what your character is feeling. Because this is improv, this is very easy, but make sure to do this, because it makes the scene that much better.
Be Flexible
Never be one set character. Mold to what your fellow actors are doing and saying, and be changeable.

Do's of Drama
Never force funny
Natural funny is, and will always, be better than forced funny. Never try to do it unnaturally. Then it won't seem like a normal conversation, killing the scene.
There are no mistakes
There is always something you can play off of or do to continue the scene even if somebody breaks one of the rules. The show must go on!
Yes. And,
Don't suddenly change the subject, unless it is part of the scene. Always continue and elaborate on ideas as much as possible. This will increase how real the scene feels to the audience.

Establish Context
This will establish a good base to continue the scene and will give the actors something to leap off of to take the idea and run.
Help your fellow actor
Making your fellow actor look good will give them a chance to take risks and make you look good. It is like a "I scratch your back if you scratch mine" kinda thing.
